Exist LLVM recompiler for AMD processors with SSE3 instructions and SSE4a?
My games on the emulator are running very slow, and wanted to know if you have any way to improve...
Or just changing processor it?

P.S: My procs is an Phenom II X4 945 3.0Ghz

It's very early in development, there is no way for you as a user to speed it up unless you want to get into development or hop into 2077.
