Would it be possible to emulate Tekken Revolution and play against other players that aren't using an emulator?
I have been wanting to play it lately but I don't want to drag out my PS3, it would be pretty neat if I could just run it on my PC.

If you have been following the progress of RPCS3, you would know that the emulator is not at a point where online functionality is possible. Just play the game on your PlayStation 3.

It's unlikely rpcs3 will support any online functionnality except if you get Sony to accept rpcs3 on their infrastructure. Which is well, very unlikely.
