This savedata is encrypted. You must go to Options > Configuration > Crypto and activate "Handle SAVEDATA in crypto mode". Also, be sure to place this data in the right folder under ms0:/SAVEDATA (the folder should have the game's disc ID, just like the ones from gamefaqs.com).
