Can it be done? like I have it in it own folder could i just put the whole folder with the settings and umd images intact on a hard drive than move it or will i have to download it again?

You can move it to other pc just using a usb if the other pc doesn't have internet,however it might work differently since,well,it's another pc

If you have set a different patch to UMD folder you must change it on the next computer because it will be different (at least it is an universal patch).
Also, the "Recent" games on the FILE tab will be broken in case the UMD patch is different.
The rest will be the same. So yes, it can be moved.
