NVIDIA Control Panel --> Program settings -->ADD Rpcs3.exe -->Power management mode-->Prefer maximum performance ---> Apply

I use this along with the Power Management settings in windows to (High Performance), I also ensure when using the laptop to test that It is plugged in to provide a better power source.
