Can't Select Graphics Device with OpenGL

When I choose OpenGL render, the graphics device option shows "Not needed for OpenGL renderer". But when I select Vulkan or D3D12, i can see my GTX 1070 card there.

I'm trying to play Scott Pilgrim vs. The World: The Game, and this game only supports OpenGL. Without choosing any graphic device, i can only have 1x fps. Please help.

This is because it's not needed for OpenGL renderer as it's written there. It selects the right card automatically.
Select PPU Recompiler, pretty sure that's your issue.
