Ok, i've used the "start-windows-x86" of an anterior version and it work.
Copy from old version and paste it in the newest.

the bat file pulls the path from the registry so if the key doesn't exist or the path is wrong that could cause the problem, older versions used to do a direct approach (though both should be ok to use unless its really old then you might need to add the set path line)
In my launcher i just read the java.exe from the windows dir since that usually redirects to the latest java installed so far I haven't had any problem reports with doing it that way so it seems good.
