Restructure Netbeans project

Hi guys attached a few modifications
Now JPcsp.jar is created on the folder /bin respect old rute /dist
Now compress jpcsp.jar Support Enabled 3000Kb. on Netbeans.
The restructuring serves to work with default start-windows-x86.bat without
editing.
update -XX:MaxPermSize=128m -XX:ReservedCodeCacheSize=64m Command on Netbeans
