A GUI (Frontend) for Mednafen WINDOW OS

Changes :
- Update MedInst: After install, MedInst will open MedGui automatically
- Add Virtual Boy option to select Left/Right color and for Disable/Enable Parallax
- Add "disable smoooth scrolling" in option gui for the simple mode (usefull for reduce time open of advance option in simple mode)
- Add missing .gen rom support for megadrive emulation
- Update "tooltips" for missing new options
