multiple questions about control settings

is there any way of set up mouse for buttons? to play fps and stuff
and by that question, rises another: is there a way to set up controls differently for each game?

also, at my pc i can't set up controls at all

then i press a button in configuration - it shows old button again, not the one i've been trying to set
