My Specs (let me know if i need to add more)
Dell Inspiron 546:
GPU : I upgraded from a AMD HD 3200 to a GeForce GTX 460 1 GB
-PSU was also upgraded to a 550w from a 300w
CPU: AMD Athlon ii x3 425 2.7 ghz, stock, not unlocked or OCed
- I am using the original mother bored so i was a bit worried
about overclocking or unlocked

Here is the problem:
Before the upgrades i could run FF Crises Core fairly well, (average of 20 ~22 FPS) till i got to the Reactor 8 where the FPS drops to about 8~12 FPS. I stopped for a while till i could upgrade my GPU because i figured the memory bandwidth was what the problem was (im thinking it was about 6 GB bandwidth before and now its 112 GB) or really just everything about the stock card was worse.
Now with the new card there is a slight change in the FPS and with some fooling around i have it to about 20 fps at Reactor 8, but now the graphics are all glitchy , even with my original setting i had before fooling around with them. Things like Zacks body flickering, vanishing and coming back, and parts of the map , so far only things that i was so post to interact with, doing the same thing (picture 2 ,3,4). It also loads weird, before the change when i would "load recent" iso it would stay white till i pressed play and now it does.. well it does whats in the picture below (picture 1). When i press play it takes a moment to start going like normal, but then once i start moving around the flickering happens.

This is not the only game doing it, Star Ocean: First Departure is also having a problem with flickering or unseeable characters and the audio is also poping (that may just be the iso, im going to try a different one) but the FPS is at an average of 60 easy (less processing needed for SO than FF CC is my guess).
I tested it with the PCSX2 as well and it plays amazingly, even with X3 native res it played FFX (the first hour of game play or so, that's all i played for) and KH2 (the opening, running around town) very well steady 58~61 FPS limited. Valk profile 2 on the other hand, at navie res was dropping to 30~40 ( im pretty sure that's just my processor bottle necking)
So with a better graphics card im kinda lost on why the graphics got worse for the JPCSP while the PCSX2 plays super amazing. I know that the FPS difference is probably because of my CPU bottle necking on FF Crises Core. I have tried all kinds of settings but nothing works, i still get the flickering, please fill free to give me some setting suggestions or advice on my specs (i cant replace anything atm, just looking for advice on what i can do with what i have) . This is also the first time i have ever upgraded a computer like this so any help would be very useful.
Let me know if there is anything else i can tell you guys.

-I cant OC my CPU, tested it with ClockGen and nothing happened so i am guessing that its completely locked down.
- about the screen shots above, im in a new area than where i was getting the really low frame rate so thats kicked up a lot but im still have trouble with the flickering when i move and that other screen shot (pic 1) still happens.
