make sure you have the latest version (v1.3.0.6) put the exe in jpcsp's root directory (not the bin folder), make sure you're using a recent jpcsp svn / release build (not from 3rd party sites)

make sure
lib\windows-amd64\lwjgl64.dll or
lib\windows-x86\lwjgl.dll for the 32bit version exists

get the jpcsp svn builds here

For some reason Netbeans compiles the JPCSP.jar to dist folder instead of bin. Could you add some workaround please?

New Version
:JPCSP Launcher v1.3.0.7 :
-Rearranged options dialog.
-corrected font size issue in options.
-New advanced option "-XX:MaxPermSize" (can help fix out of memory errors in java).
-New option page "Custom Path" allows user to manually set jpcsp jar/lib paths (if needed). (needs testing)
