play JPCSP on laptop

can i get the full speed on jpcsp-2643-windows-x86 where my laptop :-

2GB RAM and 128 MB graphics card (GeForce 8400M GS / NVIDIA NB8M-GS)

To answer you is important make notice that JPCSP still under developing; that means that certains games can be run, other just load, some shows intro and that kind of stuff. However there's a lot of games that can be full playable.

About your main question and making a comparation whit my machine, i guess you will be able to run PLAYABLE GAMES on enough FPS to play smoothly the game.
