You're using a super old build.
Official latest download can be found at https://ci.appveyor.com/project/rpcs3/rp.../artifacts
The D3D thing is only used when you're using the D3D12 render (which only works on Windows 10).
Desktop: Ryzen 7 5800X, Radeon RX 6800 XT, 2x8G 3600MHz, Manjaro Linux
Laptop: Intel i7 6700HQ, Intel HD 530, 2x8G 2133MHz, Manjaro Linux
Old Desktop: FX-8350, R9 280X, 2x4G 1600MHz, Manjaro Linux

No. You can use OpenGL and Vulkan on Windows 8.1 or below (on 64-bit OSes).
DirectX 12 is only on Windows 10, so you can't use the D3D12 render outside Windows 10.

They're not playable, but they might boot.
Read the guide in my signature for more detailed info on how to start.
