It means you don't have enough RAM. Try to replace -Xmx1024m with -Xmx512m line 6 and 12 of start-windows-x86 (the file you're running). If it still doesn't work, try with -Xmx256m.

Ok thanks but it didnt work Sad i will need to go to my grandma to test jpcsp games. at east my grandmas pc is powerful

Check if there isn't viruses/etc. on your computer or a running application that eats a lot of RAM because 256Mo of RAM is really low :/
