Battlefield 3 is a DirectX game, Jpcsp uses OpenGL so you can't really compare them Smile.
doing a quick google search 'AMD OpenGL windows 8' it seems AMD has problems with OpenGL under Windows 8, so maybe you need a fix or a specific driver (I dunno since I don't use Windows 8 or have AMD) but from searching it does appear to be an issue with other OpenGL apps.

Also Jpcsp hasn't been tested very much in windows 8 so report back anything you might find out.
