Game play seems a little slow? any chance to increase game speed?

while playing Final Fantasy Tactics: The war of the lions the game play seems to be a bit slow. there is slight flickering even with the latest video drivers. and rarely the sound would delay then catches up. because of the cut scenes, media engine and sonic stage is installed. i cant help but think that there is a processing issue because it seems that CPU usage is a bit high to make the game run a bit slow, even through it shows 130 avg fps.

i dont know programming but can someone check for any memory leaks or maybe game speed play is reduced? or is there a way to increase game speed?
