A GUI (Frontend) for Mednafen WINDOW OS

Changes :
- Add a simple CUE file conveter (convert CUE sheet format from mp3/ogg/wav to ogg/wav
- Add a simple sound file converter (use external dll and great sox multifile converter see at:http://sox.sourceforge.net/)
when you use converter the GUI will remain blocked until the end of the conversion, the time may vary depending on the number of files to convert, and their size.
- Fix a problem with MedGui updater
