as kyousuke said in the previous post the speech and music and sound fx do all work but you have to go into the options to do it
I tested this on my psp and there is speech on the developers screens so Jpcsp is muting all the audio when it first starts the game
Boku wa Tomodachi ga Sukunai [ULJS00459] has the exact same problem
the picture is the default settings from the game from my psp
