In general be careful about following very old instructions and such. They are often not true in modern emulator versions.

Yup, your Intel graphics do not (properly) support modern OpenGL. So RPCS3 will not run.
If you have a desktop and not a laptop I recommend buying the cheapest modern GPU you can find. Some used Radeon R7 250 or whatever is more than fast enough as PS3 graphics are PS3 graphics and not demanding at all. You could go even older but having something with Vulkan and DirectX12 support is helpful.
