You're using a ATI Radeon which could be the cause of all your problems or your launcher has too much RAM set into it possibly, only reason I could think of you having this problem.

Have you tried using Different catalysts? I know some ATI users get their problems fixed with a simple catalyst change.

Also remember JPCSP is still not even close to being a complete emulator. PCSX2 is almost complete, same with Dolphin, and BF3 and Skyrim are full games that should be fully optimized for computers already.
