Sounds like your pc isn't fast enough to run it, I can get 70-100 % speed on many games, As for compatibility adding networking is upping the compatibility some games might need to initialize the network to function properly, as with any emu the first thing is to get everything working after that it can be optimized for speed, when pcsx2 started out it ran at 0.05 ~ 15 FPS max, with extremely broken textures, you just happen to come across pcsx2 after its already been developed for 13 years,
pcsx2 also had a lot more developers working on it (actually it had a few teams, and plugin developers, each with their own specialty area to work on).
Jpcsp only has a few active devs, though from the development stage that jpcsp is at now, it's already years ahead of its time if you compared it to other emulators.
As bugmenot mentioned its open source, if you have something to add make a patch and it might get committed, if you don't know programming then the best thing you can do is post a log if you know a broken game, though it won't guarantee a fix it could provide insight to fix it in the future.
Looking at the svn I see a lot being done then just proOnline, several improvements have been done to various parts of the emulator (ex r2602~r2607)
