I've got a "sort-of-back-to-topic" question; Is it possible to permanently apply a patch/plugin to an ISO-file? Because if that worked, there would be no need for JPCSP to support plugins for them to "work".

I don't think it's possible,all pluguins are for psp not for the game so unfortunately it's not possibly
