Create file fail

My friend start jpcsp display the error.
Change harddisk to start jpcsp didn't solve the probrem.
Please help

hm that's odd, I wonder why its showing 2990 in the command prompt window.

anyways make sure the directory C:\Users\<username>\AppData\Local\Temp\ exisits and writable, I think Java needs to create a hsperfdata_<username> directory, if he changed hard drives or OS make sure the jpcsp directory is writable for the current username or try running as administrator.
