Well the only reason I can think of is the driver. There's no reason even a single 6950 can't do what my 4850 do relatively easily (hovering 24-30FPS).

Yeah, I just tested this game too, and vsync needs to be set to off in driver's settings, or game will run incredibly slow ( 8-10 fps )

This game is still missing some sounds, for example when game starts you should hear name of the company who made it, and title of the game.
However, these sounds work on ppsspp, so it may be something easy to fix
