I don't think so, the main problem would be the low RAM, only 512 MB is not sufficient. You have to at least lower the memory switch in the batch file from 1024 to 512 and give it a try (or use a very large paging file at the cost of more speed). The processor is not very speedy so you surely won't be able to play games like FF7CC at a good frame rate (expect only 7-8 fps for FF7CC)
JPCSP games tested with Athlon X2 4850e, 4 GB RAM, Radeon HD 3300 (onboard), OpenGL: 3.3.11653, Windows XP SP3 32-bit
PPSSPP games tested with Intel i3, 4 GB RAM, Intel HD Graphics 2000 (onboard), OpenGL: 3.1.0 Build 6.14.10.5421, Windows XP SP3 32-bit

i dont think my pc can only have up to 3gb. because it only have 2 slots.
and becuase mine is not dual core im afraid it may cause my pc to hang.
i only have an intel pentium 4 processor with 3.2 ghz. my kind of ram is ddrram pc400.

can you tell me what is the meaning of fps?
how to change its value? im sorry im new.

fps = frames per second, it's the speed of the game. You can change the value only with a better/faster CPU
