If you hate screen tearing like me, then this fix is for you. At first I though Vsync have been disabled for good in newer revisions but I didn't give up and found a solution that made all the games to run smoothly.
You need a Nvidia graphics card and a third party program called nvidiaInspector ( Google for it ). Install it and then click on the icon that open the "Profile Settings Elevated". Make sure you are editing the _GLOBAL_DRIVER_PROFILE (Base Profile) and change this and ONLY this option: Buffer-fliping mode to OGL_FORCE_BLIT_ON.
Save Changes and exit, go to Nvidia Control Panel and enable Triple Buffering and set Vsync to always ON.

Tested on Windows XP SP3 and Nvidia 301.42 drivers on a 9600GT card.
