I want to know if there are emulator for ps4 and psvita for windows yet.

I think that emulation in Psvita can to arrive in 1-2 year more.i say it because there are games for download.ps4 must wait for 10 years

No one is working on Vita emulation (as far as anyone knows) so it will not happen in 1 or 2 years, or ever at this pace.
Asus N55SF, i7-2670QM (~2,8 ghz under typical load), GeForce GT 555M (only OpenGL)

You can also backup games from a PS4, that doesn't mean anything though.
It really depends on who's willing to work on it.
