Have you installed sonic stage?

To get the best audio experience do this. (Note: Due to the emulator being in constant development, some audio might not be currently decodable or played back correctly on the PC)
First make sure you are using a recent Jpcsp build from http://buildbot.orphis.net/jpcsp/
1. Install a program called "Sonic Stage v4.3"
2. In the emulator Configuration -> Media , Check Use Media Engine, Decode audio files with SonicStage

3. Since Sonic Stage can't read mono at3+ audio files, You need another program found here

6. Do a quick game play in Jpcsp so the "tmp\<gameid>\Atrac" folder generates, then select that folder in mono_ATRAC3PLUS_Autoplay_assistant_tool, and click start.

Ok well then you will have to be patient, it probably uses an unknown audio function and could take some time for the devs to implement.
Start by posting a log on the info setting.
