Last build arkedo good works on Dx12 defaut
   
Sonic CD is very buggy on defaut, but WARP mode perfect and coulor now perfect

I've related the branch but the vcxproj history is a bit messy now.

In addition with some changes with how vertex are loaded I get between 20 and 25 fps in arkedo 2 instead of 17, I will commit it tomorrow.

Windows 10 is rumored to be released July 29, I think the branch can be in a merge able state since then.
