It's because technically they haven't broken any rules i.e giving a link to a pirated game being an example doing such.

Oh, where are the forum rules? We should like a link to it at the top of each forum tread. Also whats up with photobucket? It work fine when I went to it. Kinda miss your oversize sig. =(
