The official SDK has meticulous documentation on them but to obtain them legally you usually have to sign an NDA and a user agreement that precludes its use in the development, soooo.. reverse engineering is the only completely legal option.

Also, for discussing development matters using the IRC channel is usually faster, it's on efnet #rpcs3
