New pcsx2 revision 5900 - Live Downloads - 02-14-2014

Counters/Vsync: Adjusted VSync according to an older test we had. Fixes Legendz Gekitou! Saga Battle. Also adjusted the number of scanlines depending on if the game is using interlacing or not.
