That's your problem right there, intel HD Graphics has problems with a lot of software, I used it for a week or two until I got my dedicated GPU and jpcsp worked like crap with it.

Windows 7 Pro 64
nvidia gtx460
4GB Ram
Intel i5 750

My game runs at 20-24fps average.

I have been playing with the settings but still no luck in fixing Item Icons or text box. I managed to fix some of the backgrounds in the Character menu but icon buttons still buggard (techniques, scold, Praise, Rest, etc.)

Is it more likely the emulator causing this or the rom?

Other than that the games is 95% Playable =) cant complain Big Grin

So nothing has changed in R2644.
I have exported this scene though and "all elements" in it:
Here is, for example, how the icon sprites are located for the menu under the clock in the top right corner on the screen:

They indeed are in a same file and the game is indeed replacing all icons in the same spritesheet with the first one.
I hope this sheds some light on this issue though I think you probably had that already figured out.
Could the game be applying this icons as textures? Because textures are placed the right way throughout every object.
Dialogue boxes are stored into little parts (like the corner outline, the squares in the background of the box, etc) which are probably stretched and set in different opacities/blending modes.

I found a way to avoid game freezes during a battle by switching to software renderer before it. You win the battle and then you can switch back.

I also hope icons glitch will get fixed soon.
I apologize for my bad English.

Wel i'm new and i will join as a tester, i'm playing with r2654 and the configuration posted here, it work fine, fps 15-24 and in heavier parts (battles) 9-16, but that is playeable i think, also i find more bugs, when you speak with someone in the road the screen turn grey and the dialog start, whe you finish everything back to the normality, the game freezes every 10 min, after like 15 seconds of freezing the game back to teh normality (this must be the annoying bug for me), i'm playing the game right now searching for more bugs, also where i can check for the last revision of the emu?

latest version's at http://buildbot.orphis.net/jpcsp/

as for testing, your description's not really helpful. you should be posting logs, not describing what you see, the emulator devs usually don't have the game you're playing so they can't see it for themselves.

http://www.emunewz.net/forum/showthread.php?tid=70898 guide how to make/post a log.
