Where does jpcsp stand in 2013?

i don't think it is.i can't play any game on this emulator.games are too slow.i get 70-80 fps speed in cube test in normal clock speed.but whenever i load a game it drops to 4-5 fps.what the hell is this??? i'm very disaapointed.i have windows 7 32 bit service pack 1,INTAL HD GRAPHICS 3000 dual core cpu @ 2.10 ghz.latest java installed & latest svn??????????
