i have about the same specs except nvidia video card and 2 more gigs of ram, I'm not sure what instruction sets java can take advantage of but it could be sse4.1 that makes the difference.
since java likes ram try shutting down as many programs as you can before running jpcsp.

my fps are around 23-30fps depending on the scene. (someone correct me if I'm wrong I think the real PSP only runs at 30fps for most games, (never really measured myself))

so for what iv heard here is about right
low range 7-11 fps
mid range 14-17 fps
mid to high range 20-30fps

as for my launcher I don't think it will give any speed improvements that i know of.
