This game seems to use an encoded file GT.VOL: after reading the data from the file, the data is decoded internally by the game before passing it to sceMpeg.

Ok, not a big deal, the rest of the game works pretty good,
the only glitch I see is in the screenshot (the people have black around them)
   

played 4 or 5 tracks and two cars with no major issues

Moved to Playable.
