what version of jpcsp are you using ?
Do you have up to date ati drivers ?

Can you post a screenshot of the problem ?
Its very strange one you have, do you have latest version of java ?

Besides what digiadventures told, try enable those Video Options as well:
-Shaders: Some games need it enable in order to work ok.
-Enable VAO: Some games won't work right with that option, but others need it enable; try it.
-Enable saving GE screen to textures instead of memory: Use it with Only GE Graphics.
-Disable Optimized VertexInfo Reading: Will fix some video glitch but sometimes slow down the game speed.

I am not saying you need all those options enable at the same time; you must look for the right combination until you found the best match for this game.

Since your video card is ATI; make sure to have latest driver even in beta version. Latest version for now is Catalyst 12.11 BETA 6 and can be download from
AMD Catalyst 12.11 (9.010.8 November 5)

It looked like this before (see attachment).
Checking "Disable Optimized VertexInfo Reading" fixed the problem, it works fine now. Thanks a lot guys for your help.
One last question, after I choose the last card the music stops. Is there any way to prevent this?

Read this thread a little bit,you will see this is a problem which has not yet been fixed.

I cannot for the life of me figure out how to get this game to run at 60 FPS like some of you. My computer is fairly fast (i7) and the game still freezes up.

I messed with the java options in the jpcsp launcher and I tried all of the combinations mentioned here, and the dang thing keeps slowing every 10 seconds.
