We're not running normal PC games, we're emulating games.
Those specs are garbage, the GPU won't even support Vulkan to start with.
Plus, those are desktop specs, not laptop specs. If you want desktop stuff, get a haswell or higher i5/i7 CPU and a graphics card that's not an integrated with Vulkan support.

If you want to get a laptop, get a quad-core CPU as minimum with some GPU that supports Vulkan. GPU power doesn't matter, but you need a powerful CPU.

Mining Etherium recently turned unprofitable, and even when it was under the spotlight, it was affecting mostly AMD cards' stock only.
Depending on where you live, there may be legislation set in place to prevent prices from rising in situations like these. Which is what happens here in Europe.
