Doesn't the first post say that it has to be 1, 2 or 3? Why are you surprised that an option that ISN'T 1, 2, or 3 didn't work?

Yo, so I'm trying to play the game and it runs really smoothly in-game, great job! Only problem is that the anime cutscenes are quite choppy, any tips?

I'm using an Intel i7-7700 processor with an nVidia GTX 1050-Ti, if that gives any clue.

Mess around with the preferred spu thread. For some reason, some are better at rendering the game vs. rendering cutscenes.

The fact is that before that I played on the build for the person, there are no such settings. Therefore, I did not read the first post of the topic. And I'm still wondering what this setting is

anime cutscenes are never choppy for me, i do stick to the 0.0.2 version from the blog tho

Can anyone help me when i'm in dungeons it is at about 18fps to 21fps when I'm in the city it drops down to lower then 10fps and the music cuts out and stuff

My spec are: I7-6700HQ CPU at 2.6GHz
Nvidea Geforce GTX 1070 Graphics card
16Gb of RAM

My question is why is my top of the line computer running this game like shit?

No CPU on earth can push towns over maybe 20 fps at the moment. And your laptop CPU has half the frequency of a desktop counterpart so don't expect any miracles.
