Found another problem after Phidoch Castle.
If you enable "Geomotry Sharder" then you will get a black screen when event going.
The log says ERROR GE - Prim Invalid vertex address
Disable it and problem fix.

Still not one AI freeze for me. If you want,upload your saves and I can test them

Interesting.
I didnt get any AI stuck at moldova fight after make a new game.
I didnt make any SAVE or do CHARIOT or save SNAPSHOT
But I dont think Its SAVE that casue AI stuck,because the message is still show up
Also my save could be bugged becasue that was r2367 save.

I've been having black screens at the end of chapter 1, at the second and third scenes of balmamusa massacre and at the scene after too.
So I saved a snapshot and tried many configurations until i could watch all of those scenes. I managed to get it to work 3 times in a row with these settings enabled:
* Video:
- Enable saving GE screen
* Memory:
- Ignore invalid memory access
- Ignore unmaped imports
* Media:
- Use media engine
- Decode audio files with sonic stage
* Compiler:
- Use compiler
- Output profiler info
- 50 method size
* Crypto:
- Extract original PGD files
* Display:
- Anti-aliasing x4
- Resolution: native
My video resize is 2x and i don't use filters. I'm using jpcsp v2371.
I don't know with settings I enabled/disabled to make it work, so i posted my full settings.
