No not really identical, the i7 can execute 8 threads simultaneously, something this emulator easily can take advantage of (I can see near 100 % load on my 8-threaded i7).The i7 also has a bit more cache, it could (or not) make a big difference.

With gtx 670 sli failed recompiler but with microsoft basic works???? very rare.

Basic renderer is probably software rendering, most if not all work is done on the CPU instead. I would say update your graphics drivers and disable SLI.
